Biography

Troy Booher is an appellate attorney at the law firm of Snell & Wilmer LLP. In addition to teaching Judicial Process and Appellate Advocacy at the S.J. Quinney College of Law, he teaches courses in Law & Politics and the Judicial Process in the Political Science Department, and a course in Philosophy of Law in the Philosophy Department, at the University of Utah. He is the chair of the Appellate Practice Section of the Utah State Bar, and past chair of the Constitutional Law Section. In 2007, he was recognized as Young Alumnus of the Year by the S.J. Quinney College of Law.

Professor Booher has published law review articles on the religion clauses and commercial speech, articles in philosophy journals on J.S. Mill and the relationship between philosophy of language and constitutional interpretation, contributed a book chapter on free will and responsibility, and co-authored a book on drugs and justice. He also speaks on a variety to topics, most recently about the right to counsel in death penalty cases, civil commitment as an alternative means of combating drug addiction, the "Unnecessary Rigor" clause in the Utah Constitution, and the relationship between religion and politics in a liberal democracy.
